No matter where you live, weather creates challenges to networking. You may feel less motivated because it's snowing, raining or whatever, but others are counting on you. Treat networking like the post office, “Neither snow nor rain nor heat nor gloom of night stays these couriers from the swift completion of their appointed rounds.” Do your best to be present and communicate when you absolutely cannot!
